Building 4A Underway: Regent Park Phase 4 Revitalization, Street Safety & Community Impact

 Walk past the corner of Gerrard Street East and Dreamers Way today, and you will see heavy machinery, continuous concrete pours, and temporary construction hoarding taking over the streetscape. Physical work is officially underway on Building 4A, located at 325 Gerrard Street East.

As the inaugural rental replacement build in Phase 4 of the Regent Park revitalization, this development represents a major milestone in our neighbourhood’s physical and social evolution, delivering a 26-storey tower paired with a 10-storey mid-rise structure. The complex will house 271 total rental homes, split between 136 Rent-Geared-to-Income replacement units to ensure tenure security for returning Regent Park families, and 135 net-new affordable rental units. Responding directly to years of local resident advocacy during public consultations, Toronto Community Housing Corporation prioritized multi-bedroom layouts to accommodate growing families. Beyond residential housing, the ground levels will feature approximately 10,000 square feet of retail space alongside 14,000 square feet of dedicated community facility space, constructed to meet R-PATH accessibility guidelines and Tier 2 of Toronto Green Standard Version 4, with full building occupancy targeted for 2030.

With excavation complete and concrete poured up to the mezzanine level, site managers project the building will rise to five storeys by late 2026, targeting external structural completion by Q2 2028. Nearby infrastructure is also changing, as construction begins this October on Thane Murray Way—designated in city plans as Street G—named by Toronto City Council to honor the late Regent Park youth worker. Connecting Gerrard Street East down through Phase 4, this new street will remain strictly closed to public vehicles and pedestrians as a secured construction route until Q3 2030. Due to tight lot constraints, City Council Decision TE34.121 authorized temporary staging closures along Dreamers Way through September 30, 2027. To protect local residents, builder Deltera Inc. must maintain strict municipal safety mandates, including an AODA-compliant covered walkway with cane-detection barriers on Gerrard Street East, daily street cleaning with recycled-water dust suppression, light shielding on cranes, and paid-duty police traffic control during major concrete pours. Meanwhile, community advocacy continues around final execution of the Phase 4 Community Benefits Agreement and establishing resident-led governance for the upcoming community space.
